Puppies can be trained not to chew by starting out their lives not being given the opportunity to chew things they shouldn't. This usually means having them in some sort of cage with their bed, water & food in it. When YOU want to play with them, use a specific toy that is appropriate for them to chew.
The main thing to understand is that YOU must initiate all play times. If the puppy is trying to do this, it should be ignored - easier said than done!! - and/or placed in its bed/cage.
This is all part of the whole puppy-training scenario, and needs a lot of effort.
Training classes are very useful, and there are also many books written on dog training.
